It's true. You are only allowed to summon Red-Eyes Black Metal Dragon from your deck and only there. There hasn't been an errata that expanded it beyond from the deck. However, due to that wording, Red-Eyes Black Metal Dragon is considered a "semi-nomi" monster. That means, if you ever manage to correctly special summon it and it is later destroyed, you'll be allowed to use cards like Monster Reborn or Call of the Haunted to special summon it back onto the field.
