Sky Scourge Norleras has the same effect as Chaos Emperor Dragon:

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by removing from play 1 LIGHT Fairy-Type monster and 3 DARK Fiend-Type monsters in your Graveyard. You can pay 1000 Life Points to send all cards on the field and in both players’ hands to the Graveyard, then you draw 1 card.

Stardust Dragon’s effect negates the activation of a spell card, trap card or effect monster’s effect that destroy a card(s) on the field and destroys that card. I was playing against a friend that uses it and in many situation, i just went along with sending cards to the graveyard since the effect of sky scourge norleras says “Send all cards on the field to the graveyard.

   You could NOT stop Norleras’ effect w/ Stardust because in Norleras’ text is says “send”, not destroy. In Yu-gi-oh, “sending” is not destroying.

   Im sure you can because the only reason it says “send all cards … to the graveyard” is because you send your hand to the graveyard too. You can destroy cards in your hand. Only discard.
